First, relax — REG-03 is not a penalty notice, it's not a demand, and nobody is accusing you of anything. It simply means the GST officer reviewing your registration application needs more information before they can approve it.
When you file a GST registration application (Form REG-01 for regular taxpayers, or REG-10 for non-resident taxpayers), the jurisdictional officer reviews your documents within 3 working days. If they find something missing, unclear, or inconsistent, they issue Form REG-03 asking for specific additional documents or clarifications.
Think of it as the officer saying, "Your application looks mostly fine, but I need a bit more to process it." It could be something as simple as a blurry photo of your shop, a bank account proof that doesn't match your name, or a missing consent letter from the property owner.

Unclear Address Proof
Your electricity bill, rent agreement, or property tax receipt is blurry, expired, or doesn't clearly show the complete address. Officers need to verify your principal place of business — if the address on the proof doesn't match what you entered in REG-01, they'll ask for clarification.
Missing Consent Letter / NOC
If you're operating from rented premises, you need a No Objection Certificate (NOC) or consent letter from the property owner along with the owner's ID proof. Many applicants forget this or upload it without the owner's signature.
PAN-Name Mismatch
The name on your PAN card doesn't match the name on your Aadhaar, bank account, or registration application. Even small differences — like "Pvt Ltd" vs "Private Limited" or a middle name present on one document but not the other — trigger queries.
Bank Account Details Issue
The bank statement or cancelled cheque doesn't clearly show the account holder's name, or the account is in a different name than the applicant. For new businesses, the account might not be opened yet — in this case, you have 45 days post-registration to update bank details.
Aadhaar Authentication Failure
Your Aadhaar authentication didn't go through — either due to biometric issues, mobile number not linked to Aadhaar, or demographic mismatch. When Aadhaar auth fails, officers often ask for physical verification or additional identity proof.
Business Activity Unclear
The HSN/SAC codes you selected don't match your business description, or the officer can't determine the nature of business from your application. This is common for new business categories or multi-activity enterprises.
Constitution of Business Mismatch
You selected "Partnership" but uploaded a sole proprietorship document, or the partnership deed doesn't list all partners mentioned in the application. Constitution-related queries are very common.
Photo/Document Quality
The photograph of the business premises, the signboard, or the applicant's photo is too blurry, too dark, or doesn't meet the specifications. Officers need clear photos that definitively show the business exists at the declared location.
If you don't file REG-04 within 7 working days, the officer will reject your registration application using Form REG-05. Here's what that means in practical terms:

The response process is straightforward. Here's how to do it right the first time:
Read the Query Carefully
The REG-03 notice will specifically mention what information or documents the officer needs. Don't upload random extra documents — focus on exactly what's been asked. If they want address proof, give them address proof. If they want a consent letter, give them a consent letter.
Prepare Your Documents
Scan or photograph the required documents in high quality. PDFs should be clear and readable. Photos of premises should be well-lit and show the full business location including any signboard. Keep individual file sizes under 5MB (GST portal limit).
Login to the GST Portal
Go to gst.gov.in → Services → Registration → Application for Registration. You'll see your pending application with a "Reply" option against the REG-03 query. If you filed through a GST Suvidha Provider, check with them first.
File Form REG-04
Click Reply → Upload the requested documents → Write a clear explanation in the remarks field addressing each point raised in REG-03. Don't write novels — be specific and factual. "Attached: Updated rent agreement with owner's NOC and ID proof" is perfect.
Submit and Track
Submit REG-04 with EVC or DSC verification. Save the acknowledgement. Then check your application status every couple of days — the officer should respond within 7 working days of receiving your reply.

✅ Upload high-quality scans
A blurry or dark scan will trigger another query. Use a scanner app on your phone if you don't have a physical scanner. Make sure text is clearly readable and photos are well-lit.
✅ Link your Aadhaar to your mobile number
Aadhaar-based e-KYC makes registration much faster. If your Aadhaar isn't linked to your mobile, visit an Aadhaar centre first — it takes 10 minutes and saves days of verification time.
✅ Keep bank details ready for post-registration update
If you're a new business without a current account yet, you can skip bank details during registration. But you must update them within 45 days of getting your GSTIN to avoid suspension.
